Belaval v. Commonwealth of PR, 07-1240

In a suit to recover money owed by Puerto Rico to a medical provider under federal Medicaid law, a district court decision denying the plaintiff payment under a preliminary injunction on the grounds that he lacked clean hands is reversed where there was no relationship between plaintiff's underlying suit against Puerto Rico for payment under the federal Medicaid statute, and a separate contract dispute with a municipality.
