Torres v. Commonwealth of Puerto Rico, 06-1771

In a suit under 42 U.S.C. section 1983 and Title IX alleging sexual harassment by the head of a high school, denial of defendant's motion asserting sovereign and qualified immunity is affirmed where district courts have wide discretion to set reasonable deadlines for asserting such defenses, and they may impose sanctions on parties who do not comply with those deadlines.
