In a suit seeking to enjoin the enforcement of amendments to Rhode Island's statutory scheme banning franchisees and out-of-state residents from holding liquor licenses, decision for defendants is affirmed over plaintiffs' arguments that the statutory amendments violate the First and Fourteenth Amendments, as well as the dormant commerce clause.
