District court determination that a child qualified as a "child with a disability" eligible for special education and related services under the Individuals with Disabilities Education Act is affirmed over cross-appeals arguing that: 1) the district court misinterpreted several of the statute's terms and incorrectly ruled that the school district had waived the opportunity to dispute the child's need for special education; 2) the district court wrongfully denied the child's parents reimbursement for the costs of enrolling the child at a private educational institution; and 3) the district court should have explicitly ordered the school district to provide the child with a compensatory education as a remedy for its denial of IDEA services.
