Frederique-Alexandre v. Dep't of Natural & Envtl. Res. of PR, 06-1132

Summary judgment for defendant is affirmed in a discrimination suit against a government employer where: 1) plaintiff's Title VII discrimination and hostile work environment claims were untimely since he did not submit an English translation of his administrative charge with the EEOC; 2) plaintiff did not exhaust his administrative remedies for his retaliation claim; and 3) plaintiff made no showing that he qualified as a whistleblower under Puerto Rico's whistleblower protection statute.
