In a wrongful death action for negligent interruption of the Puerto Rico 911 service against a holding company with a controlling interest in a company wholly owning a local telephone company, dismissal is affirmed where plaintiff did not present sufficient evidence to support personal jurisdiction over defendant. Without a colorable claim for personal jurisdiction there was no reason to overturn the district court's denial of plaintiff's request for jurisdictional discovery.
