Petition for review of an order of removal is denied over petitioner's arguments that: 1) the IJ abused her discretion in denying petitioner's 2004 motion to reopen his 1997 deportation proceedings; 2) the IJ erred as a matter of law in denying both petitioner's application for hardship waiver and his request for voluntary departure; and 3) the BIA's use of its summary affirmance procedure was contrary to the requirements of 8 C.F.R. section 1003.1(e)(4).
