Alibeaj v. Gonzales, 06-1338

A petition for review of a denial of Albanian petitioner's asylum application is denied where: 1) a finding that petitioner did establish past persecution in Albania was supported by the evidence, despite her experiences of political discrimination; and 2) even if such experiences rose to the level of past persecution, the government established that circumstances in Albania had changed so fundamentally since petitioner left as to obviate her otherwise well-founded fear of future persecution.
