Pastrana-Torres v. Zabala-Carrion, 05-2298
District court ruling that the Puerto Rico public broadcasting station does not share the Commonwealth's Eleventh Amendment immunity is affirmed where the station did not demonstrate that the Commonwealth had structured it so as to share the Commonwealth's sovereignty, and there is no indication that the Commonwealth has bound itself to pay the station's debts.
