Miranda-Otero v. Puerto Rico Indus. Comm'n, 05-1760

Dismissal of a First Amendment political discrimination claim under 42 U.S.C. 1983 is affirmed where plaintiff failed to allege that any of the actions taken by defendants were motivated by political discrimination, and the district court was under no obligation to allow plaintiff to amend his complaint sua sponte.
