Lopez-Gonzalez v. Mun. of Comerio, 04-1633

The district court properly dismissed, as time-barred, plaintiff's section 1983 action on the ground that Puerto Rico's restart tolling principle is not applicable in this situation since it would violate federal policy underlying 42 U.S.C. section 1983.
