FELICIANO v. RULLAN, 04-1300

Defendant unsuccessfully challenges a consent decree, containing mandated improvements to Puerto Rican prison conditions, on grounds that 1) the court acted ultra vires, 2) the court's 1998 order was void ab initio for failure to meet the requirements of the Prison Litigation Reform Act, and 3) the order should be terminated because of erroneous factfinding.
