STATE OF NEW HAMPSHIRE v. RAMSEY, 03-1920

Plaintiff failed to give "priority" to blind vendors, as required by federal law, in running lucrative vending machine operations in rest areas along federally funded interstate highways. Prospective equitable relief is affirmed, as the state waived any immunity it may have had to such an award; damages award is vacated, as there was no waiver of immunity from damages.
