District court properly found that any procedural violations committed by defendants in the course of tailoring an Individual Educational Program (IEP) proposal for plaintiffs' autistic child were not sufficiently material to justify rejection of the IEP or tuition reimbursement, and that the proposed IEP did not substantively deny the child a Free Appropriate Public Education.
