MABIKAS v. INS, 03-1117, 03-1961

The BIA did not err in dismissing a motion to reopen asylum applicant's removal proceedings, or in affirming the denial of asylum. Neither the new country condition reports of his native Congo nor the grant of refugee status to his father in France were shown to warrant reopening.
