BETOUCHE v. ASHCROFT, 02-2518

BIA rulings declining to reopen Algerian alien's asylum application are affirmed. No evidence of "materially changed" political conditions in Algeria was adduced; with respect to the ineffective assistance of counsel claim, two of the Lozada procedural requirements were not met.
