US v. MALDONADO-MONTALVO, 02-1986, 02-2002

In sentencing two dairy farmers convicted of delivering adulterated milk into interstate commerce, the district court erred by granting downward departures based on the "multiple causation" of the harm to their victims. It also erred in granting a downward departure to one defendant on the ground that he suffered from depression.
