PEOPLE TO END HOMELESSNESS, INC. v. DEVELCO TENANTS ASS'N, 02-2675

In an action to preserve the supply of affordable housing by enjoining low income property owners and HUD from terminating Section 8 housing agreements, orders dismissing goverment defendants and granting summary judgment for owner defendants are affirmed. Plaintiffs failed to state a claim against government defendants and lacked standing to sue owner defendants because their alleged injuries have already been remedied.
