EL MORAGHY v. ASHCROFT, 02-2606

The denial of an application for asylum by a Coptic Christian Egyptian national based on grounds of religious persecution, is reversed. One flawed IJ decision by the BIA does not rise to the level of evidence of systemic violation by the BIA of its regulations.
