Summary judgment in favor of defendants, in an antitrust action alleging conspired exclusion of podiatric care from standard benefits packages, is affirmed where plaintiffs offered insufficient evidence that physicians controlled the plans' policymaking functions with respect to either insurance benefits or reimbursement rates.
