A race discrimination in employment claim under Massachusetts law was not actionable, where plaintiff failed to show something more than evidence of the inevitable transfer of his responsibilities to existing employees. Plaintiff also failed to show evidence suggesting that his speech played a role in the city's elimination of his position.
