MUNICIPALITY OF SAN JUAN v. RULLAN, 02-2071

A district court does not retain supplemental enforcement jurisdiction over a settlement after granting an FRCP 41(a)(1)(ii) motion, unless the parties have: 1) agreed to incorporate the terms of the settlement into the dismissal order; or 2) stipulated to the court's retention of jurisdiction over implementation of the settlement.
