CASANOVA v. DUBOIS, 99-1838

Because 1) the mailbox rule shall govern the determination of when a prisoner's 42 U.S.C. section 1983 filing has been completed, and 2) appellants did everything within their power to comply with the court's filing fee provisions, dismissed claims should be reinstated.
