District court properly enjoined the US Department of Labor and three state employees from proceeding in administrative adjudication of the employees' claims that the state of Rhode Island had retaliated against them in violation of federal law, on the grounds that the proceedings infringed upon the state's constitutionally protected sovereign interests.
