NEW ENGLAND REG'L COUNCIL OF CARPENTERS v. KINTON, 00-2398, 01-1977

Because multi-purpose pier's primary uses are not dependent upon public access, it is deemed a non-public forum, and State agency ban on all leafletting on pier was held constitutional, where ban was content-neutral and reasonable in light of the uses to which the pier is put.
