United States First Circuit

In order to prevail on whether a purported contract or property right is entitled to constitutional protection under the Takings Clause, Contract Clause, or Due Process Clause, there must be evidence to support a conclusion that plaintiffs were deprived of a property or contract right in violation of the Constitution.
