MANZOOR v. US DEP'T OF JUSTICE, 00-1971

After the Board of Immigration Appeals finds that petitioner had experienced past persecution in his native country on account of his political opinion, the Board may not further require that petitioner to establish that his well-founded fear of future persecution was country-wide after he had shown persecution in a particular region.
