Cook v. Randolph Cty., 08-10546

In a 42 U.S.C. section 1983 action based on Defendants' failed effort to change Plaintiff's voting registration, which would have changed the district from which he could run for office, summary judgment for Defendants is affirmed where Plaintiff failed to show that he was actually deprived of a constitutional liberty interest or a substantive federal right.
