In an action by a rural water authority to prevent Defendant Indian tribe from replacing Plaintiff's water system with its own, judgment for Defendant is affirmed, where the anti-curtailment provision of the Consolidated Farm and Rural Development Act did not abrogate Defendant's sovereign immunity.
