In conviction and sentence for bank fraud, dismissal of habeas corpus petition is affirmed where: 1) petition was properly brought pursuant to section 2241 because there was no basis in the statutory text for extending the gatekeeping requirement to federal prisoners entitled to proceed under that section; however 2) the district court' dismissal is affirmed on its alternate rationale that the petition's claims were successive.
