Dismissal of a pro se qui tam action under the False Claims Act, 31 U.S.C. sections 3729-3733, is affirmed over arguments that the district court: 1) erred in dismissing plaintiff's complaint because, a pro se relator, he was unable to maintain a qui tam action under the FCA; and 2) abused its discretion in declining to exercise supplemental jurisdiction over his state law claims.
