In suit by Tampa Bay Buccaneer football game season ticket holder challenging a policy of conducting limited above-the-waist pat-down searches of all game attendees, refusal to reconsider a state court's order enjoining defendant's policy is reversed where, based on the circumstances, plaintiff voluntarily consented to the searches.
