In case involving denial of applications for federal disaster assistance for damage to container-grown crops (citrus trees) from freezing temperatures in Florida in late 2000, summary judgment for defendant is vacated as to two of three plaintiffs where defendant acted arbitrarily and capriciously in denying their claims for relief under the 2000 Crop Disaster Program.
