Dismissal of complaint for lack of jurisdiction and based on sovereign immunity, in breach of contract and fraud action brought by plaintiff after defendants reneged on their offer of a $5 million reward for information, provided by plaintiff, leading to the capture of Vladimiro Lenin Montesinos Torresas -- former head of Peru's National Intelligence System and advisor to former President Alberto Fujimori, wanted for numerous crimes and compared to such sinister figures as Rasputin, Darth Vadar, Torquemada and Cardinal Richelieu -- is reversed as a foreign state's offer of a reward for information leading to a fugitive's capture falls within the Foreign Sovereign Immunities Act's commercial activity exception to sovereign immunity.
