Order denying habeas petition filed by death row inmate is affirmed over claims that petitioner received ineffective assistance of counsel where: 1) counsel allegedly failed to review one of his medical files before trial; 2) during the penalty phase, counsel allegedly failed to investigate adequately for potential mitigation evidence; and 3) during the guilt phase, counsel allegedly failed to investigate adequately and present substantial evidence to support a reasonable doubt defense.
