Government appeal from sentence of 7 days' imprisonment, after defendant's guilty plea to conspiracy to commit securities fraud and mail fraud and falsify books and records, is reversed where the sentence imposed is shockingly short and wholly fails to serve the purposes of sentencing set forth by Congress in 18 U.S.C. section 3553(a).
