Arnold v. Martin, 04-16233

Order of district court, holding that the Temporary Assistance to Needy Families program created individual enforceable rights under 42 U.S.C. section 1983 and that plaintiff had standing to seek prospective injunctive relief on behalf of herself and actual or potential TANF beneficiaries, is reversed where plaintiff does not have standing to claim prospective injunctive relief as she is no longer eligible to receive TANF benefits.
