Petition for review of BIA decision is denied where: 1) the petitioner did not qualify for asylum since she could not prove past persecution or fear of future persecution; 2) since petitioner did not qualify for asylum, she could not qualify for withholding of removal; and 3) the BIA did not violate regulations by affirming the IJ decision without opinion.
