Declaratory judgment against defendant invalidating parts of pricing plan for lease of telecommunications equipment is reversed where district court erroneously held federal law forbids pricing plans from using multiple "scenarios" instead of the single most efficient, lowest cost network configuration to calculate the rate for the lease of wire loops.
