Conviction and 63-month sentence for conspiracy, possession, and intent to distribute five kilograms or more of cocaine while aboard a vessel subject to U.S. jurisdiction are upheld over claims that the go-fast vessel he was apprehended on was not subject to U.S. jurisdiction as a "vessel without nationality," and that the court erred in refusing to adjust defendant's sentence downward for his asserted "minor role" in the offenses.
