Summary judgment for agency-defendants is affirmed where plaintiffs: 1) failed as a matter of law to establish that a statute provides custodial parents individual rights, enforceable under 42 U.S.C. section 1983, to distribution of certain child support payments in strict compliance with its provisions, and 2) failed to show a violation of their procedural due process rights.
