The district court did not abuse its discretion when it denied plaintiff's motion for a preliminary injunction to enjoin enforcement of the Georgia Act, which restricts in-state payday stores from acting as agents for out-of-state banks when the in-state agent receives a predominate economic interest in the bank's payday.
