Court granted summary judgment for plaintiff who claimed the National Park Service violated the Wilderness Act Sections 1131-1136 by using motor vehicles to transport tourists across a designated wilderness area, because use of the vehicles exceeded use necessary to meet the minimum requirements for administration of the area.
