Habeas petition challenging the issuance of a certification of extraditability was properly dismissed. The 1925 Treaty Concerning the Mutual Extradition of Fugitive Criminals was not invalidated when Czechoslovakia split into the Czech Republic and Slovakia in 1993; evidence was sufficient to find probable cause to believe petitioner guilty of the charged offenses.
