JACKSON v. STATE BD. OF PARDONS AND PAROLES, 02-15545

The Prison Litigation Reform Act of 1995 applies to defendant's underlying section 1983 action, and thus to his motion for attorney's fees and supplemental application for attorney's fees. Section 1997e(d)'s attorney's fees restrictions survive rational basis review, and "fees-on-fees" are recoverable under section 1997e(d)(1)(A).
