The postconviction shift in the Honduran government's position regarding the validity of its laws is not determinative as to whether the laws were valid at the time seafood was imported into the U.S. Honduran laws used as the underlying predicates for the defendants' convictions fall within the scope of the Lacey Act and were valid and legally binding during the time period covered by the indictment.
