SEC v. VITTOR, 02-13876

District court's order, commanding defendant to comply with the SEC's decision affirming NASD's sanctions against him, is affirmed where the SEC did not bring its own action against defendant but made application to the district court for an order to compel compliance with an SEC order sustaining an NASD disciplinary action.
