WEAVER v. BONNER, 00-15158

Georgia Code of Judicial Conduct provisions, pertaining to communications and solicitations in campaigning for judicial office, are unconstitutional under strict scrutiny, and cease and desist orders issued thereunder amounted to unconstitutional prior restraint, but a special election is not an appropriate remedy.
