Neither violations of the Vienna Convention on Consular Relations, nor violations of the International Covenant on Civil and Political Rights, warrant dismissal of an indictment against a Colombian citizen for murder of DEA agents; a life sentence was proper for violation of 18 U.S.C. section 1117.
