CLARK v PUTNAM COUNTY, 01-10859

Putnam County, Georgia's 1992 redistricting plan, which assigns voters on the basis of race to electoral districts, is unconstitutional under strict scrutiny; the plan overpopulates the two majority districts to dilute the vote in those districts, and maximizes the concentration of minority voters in other districts to ensure their electoral success.
